  教育事业应当适度超前发展,促进经济社会发展。发展教育,要面向现代化,面向世界,面向未来,着力推动素质教育。中国政府对国际社会倡导的全民教育作出了庄严承诺,并体现在国家发展战略之中。我们制定并实施科教兴国战略,坚持以人为本,树立科发展观,将教育放在优先发展的战略地位。为此,我们不断完善国民教育体系,推进教育可持续发展,把普及九年义务教育、发展职业教育、提高高等教育质量,作为教育发展的三大任务,致力于建设学习型社会。

  Education development should be future-oriented so as to contribute to economic development and social progress. We should meet the needs of modernization, the world and the future, and concentrate on quality-oriented education. The Chinese government is solemnly committed to the international community's call for education for all and has incorporated it in its national development strategy. Our strategy is to rejuvenate the nation through science and education, base all our endeavors on the human factor, foster a scientific concept of development, and give education a top strategic priority. Under the framework of that strategy, we are improving our national education system, tackling our three major missions (that is, nine-year compulsory education, vocational education, and improving higher education quality), and building China into a learning society.

  中国的全民教育取得了历史性进步。到2004年底,全民普及九年义务教育人口覆盖率达到94%,青壮年文盲下降到4%,女童入学率达到98.9%。全民教育的蓬勃发展,直接推动力中国举世瞩目的巨大变化。但是,我们也清醒地看到,中国全民教育发展也面临着诸多困难,城乡之间、地区之间教育发展的差距依然存在,教育的基础还比较薄弱。我们要继续为实现全民教育的目标作出不懈的努力。

  China has made historic progress in advancing education for all. By the end of 2004, nine-year compulsory had covered 94% of the population, illiteracy rate among youth and middle aged had dropped to 4%, and school-age girls' attendance rate had reached 98.9%. The thriving education for all is a major driving force behind the present-day China's amazing changes that have riveted the entire world. Nevertheless, national education in China is not without its difficulties. Disparities between urban and rural areas and between regions remain a stern reality. The nation's foundation for education as a whole is still weak. We must keep on working hard to attain the goals of education for all.
